Modern techniques have played a vital role in each era of development in power sector. During the 90s, for instance, the time required to carry-out a geo technical investigation was more than a month. Today, months have become days due to the introduction of modern techniques such as automation, digitalization and robotics. Further, skill enhancement of manpower and machinery has reduced costs related to gestation period. This has thus led to the exponential growth of companies working across different avenues for the development in power sector.
An example of one is Power And Energy Consultants India Pvt Ltd (PEC). PEC is the organization where Technical, Financial, Legal and Transaction advisory for power sector can be availed under a single roof. Since the last 30 years, the organization has earned unique and tremendous faith in Public Sector Undertaking, Government Institutions and Lending Agencies. “We have witnessed the transition period in the Indian power sector, where Indian consultant has to raise their skill set to meet such requirements. We believe PEC was able to develop the required skill sets over past years and that is why we are here today”, says C M Jain, President at PEC.
Today, every organization aims to lower its carbon footprint. Most of the PSUs of Oil & Gas sector have now ventured into Renewable Energy, but it is a result of the cumulative effort of MNRE and Consultants such as PEC who have taken one step forward over and above their prevailing responsibilities to lower carbon footprint. Sighting an example of the same, C M Jain said that Oil India after the announcement of green hydrogen policy for India invited PEC to enlighten them on the same. “It was our immense pleasure to see how PSU companies are curious as well as adaptive to diversify their business into sustainable and environment friendly business. As a result, Oil India was able to commission their AEM based hydrogen project in April 2022 itself”, he adds.
PEC is one of the oldest consultancy firms growing with an intention towards creating awareness and investment friendly environment in the country and focus on entrepreneurship. The company is into variety of services for project owners (IPPs and Utilities), Lenders and Investors. These services include Feasibility Studies, Detailed Project Report, Due Diligence Services for green and brownfield RE projects, Project Management Consultancy Services, Owner Engineers, Lender Engineers, Regulatory Affairs, Independent Assets Verification, Techno economic studies for solar, wind, hybrid, Battery Energy Storage Solutions and Green Hydrogen Productions with various technologies.
Portfolio of Happy Clients
“We feel impact is a term which cannot be quantified by number of projects done or clients made. It is the number of happy and satisfied clients who are overwhelmed with their decision of having advisory services and took a stance to do something for organization, environment and society as well”, says C M Jain.
Since its establishment, PEC has had the privilege to represent before ministries, nodal agencies, regulators and policy makers so that investment friendly system can be developed. PEC does not serve clients for business alone, but also works for the betterment of the industry. In association with TERI, PEC had also conducted an exclusive study for repowering potential identification of operational Wind and Solar Project assets on a pan India basis. First time in history, an open forum was invited where regulators, policy makers and other stakeholders discussed and highlighted their views.
This study was an initiative of Indian Finance Corporation, and the team at PEC played an active role in conducting this study. Besides, PEC was appointed as PMC for prestigious solar project of IPP where EPC contractor was unable to prepare satisfactory drawings due to which the project gestation was increasing. In this case, PEC prepared the drawings and the projects were commissioned within the timeline based on designs suggested.
In the Future
The implementation of MW scale project is being hampered on account of statutory variation in GST and BCD. This also increases price of solar module which is 70 percent of any greenfield solar project due to dependency on overseas markets. The team at PEC believes that this can be addressed by capacity building within the country by means of manufacturing. “To make this industry self-sustainable, manufacturing capacities such as solar cell/modules, inverters, electrolyser, batteries and a few segment in automation/robotics needs to be expedited to reduce dependency on other countries”, adds Jain.
`In the coming years, PEC also hopes to enhance its expertise with effective implementation across Solar Park Scheme and Solar Rooftop Scheme. It also aims to increase awareness on lucrative project financing by various lenders, on domestic module manufacturing, and on domestic electrolyser manufacturing. The team at PEC is continually exploring the cost effective energy storage solution to achieve RTC and Green Hydrogen.

“We are dedicated to bringing innovative ideas, suggesting appropriate technologies and methods of use to Power Utility Organizations/Entrepreneurs in making power system more reliable. In the future too, we shall to work for reduction in technical losses and promoting use of Renewable Sources of Energy for energy production”, concludes Jain. Chandra Mohan Jain is presently working as President of Power And Energy Consultants India Pvt. Ltd, a consultancy firm engaged in Power & Renewable energy projects since past 30 years. C M.
