Bicol University College of Medicine was conceived in response to the global call for more doctors and transformative medical education during the formulation of Bicol University's (BU) Comprehensive Development Plan 2004-2013, with the recommendation of The Commission on Higher Education (CHED), Technical Committee on Medical Education, and Professional Regulation. The curriculum for the Doctor of Medicine Programme was authorized by the BU Academic Council, and the curriculum established and implemented for the college was unique in that it is outcome-based with integrated alternative health care and enhanced community medicine.

Robust Infrastructure in Place
BUCM's three-storey building houses classrooms, labs, and offices. The library is fully equipped with medical references. To keep up with trends, a simulation skills laboratory was established, with advanced equipment. A 5-story expansion building is under construction for more facilities, including student instruction, skills lab, and research offices. Bicol University College of Medicine also collaborates with various hospitals and other allied healthcare institutions both locally and internationally to design, modify, and update appropriate curriculum for medical education, as well as to strengthen research and development in response to the most recent medical field needs.

Dr. Ofelia Manibog Samar-Sy (OFELIA SAMAR-SY, MD, MSHSM, MMHoA PhD, FPCP, FACP) is a Filipino physicianin Internal medicine and Cardiology, medical educator, Medical Director of Ibalong Medical Center in Legazpi City. She is currently the Dean of Bicol University College of Medicine. She is a Fellow American College of Physicians, Fellow Philippine College of Physicians; Fellow, Philippine College of Physicians, Junior Chamber International and Philippine Medical Association's 'The Outstanding Filipino Physician for 2022', and Philippine Medical Association’s '2018 Dr. Jose P. Rizal Most Outstanding Physician in Community Service and Leadership'.
